ORCA (Helfrich et al. 2009) is a validated 77-item instrument that measures an organisation's readiness to implement evidence-based practices in health and care settings. It is structured around the three core constructs of the PARIHS/i-PARIHS framework—evidence, context, and facilitation—and assesses them through multiple subscales covering the strength of the evidence base, the quality of organisational culture, leadership and evaluation practices, and the capacity for internal facilitation to support change. ORCA can be used as a diagnostic instrument before starting implementation to identify the areas most in need of strengthening, and as a monitoring tool during the process. It is freely available and licensed for use in noncommercial settings.

It proposes that successful implementation depends on the interaction between three core constructs: the innovation, the recipients, and the context. Facilitation (active support for change) is the fourth construct and is considered the active ingredient that enables successful implementation. The framework comes with a Facilitation Checklist and is accompanied by the Mi-PARIHS ‘Facilitation Planning Tool’ developed as a practical resource for planning facilitation based on the i-PARISH framework.
